CAS Consultants, LLC (CAS) is a civil engineering Firm founded in 2013. Juan G. Castillo, PE, President, Chief Engineer
CAS Consultants, LLC (CAS) was established in 2013 by its current Principal and Chief Engineer, Juan G. Castillo. Juan has over 2 decades of experience in managing projects. This experience is wide-ranging, covering such areas as subdivision plats, detailed engineering plans and specifications for many types of projects and construction phase services ranging from simple residential projects to Multi-Million-dollar developments and Capital Improvement Projects.
Andres Valencia, Senior Project Manager
Andres, our leading senior project manager has over a decade of extensive experience in project management, project engineering, supervision of design and preparation of plans and specifications, schematic design, preliminary design and estimates on roadway, storm sewer, drainage, water distribution, wastewater collection, site development, and construction management projects. He has been responsible for various project studies, planning, alternative analysis, conception design, detailed design, quality control and quality assurance; constructability reviews and various value engineering studies.
Plan and Profile
Storm, Water, Sewer, Street Paving & Left Turn Lanes
Many municipalities and governmental agencies require plan and profile plans for construction activity and improvements of public and private infrastructure installed or improved located within the public right-of-way. We will insure your project meets provisions of the Code of Ordinances, state and federal regulations relating to new street pavement, street cuts, left turn lanes, underground utilities (i.e. sanitary, water sewer and storm), storm water pollution prevention plan, and storm water quality.
Site Work
Grading, Drainage, Water, Sewer and Detention Facility Design
CAS has an experienced staff of professional engineers who understand the value of land to be developed. We offer complete civil site design for buildings, office parks, shopping centers, parks and recreation facilities, residential buildings, banks, schools, colleges and churches. Our Site Engineering services include site plans, paving, drainage, detention design, storm sewers, water, wastewater, sidewalks, parking lot/driveway, and public street paving and public infrastructure design. We work with regulatory agencies for timely plan approvals to final project acceptance.
Subdivision Platting
We prepare “turn-key” platting services for city and county entities in the Houston Metropolitan Area. This includes preparation of the plats, submittal to the appropriate entity, and meetings/follow-ups throughout the platting process until the plat is recorded.
If you have recently purchased or acquired a tract of land and plan on dividing it, adding to it, or otherwise developing it, you will come across the phrase “property plat.” Plats are important because they give an accurate description of the land as well as the owner's easement restrictions, things, and access ways on to the property. Lots comply with restrictions and the city ordinances and ensure all property owners have access to utilities.
Property plats are necessary during the land development process – particularly when properties are being subdivided.
In Texas, the platting process and the regulations that govern it are generally overseen at the local level by the city or jurisdiction that pertains to the property. Owners of property in unincorporated areas must report to the pertinent county, and landowners in incorporated cities and towns must file plats with the appropriate municipality's planning department. Virtually every jurisdiction requires plats for any property that stands to be improved with the utility company.
